The 1978-79 Pervaya Liga season was the 29th season of the Pervaya Liga, the second level of ice hockey in the Soviet Union. 16 teams participated in the league, and [Izhstal Izhevsk]] won the championship and was promoted to the Soviet Championship League. Sibir Novosibirsk and Kristall Saratov qualified for the Promotion-Relegation round.
